Shenyang to launch City-Level Carbon Market

11 October 2017 – Shenyang People’s Government announced the establishment of its own emissions trading system (ETS) that could be linked to the national carbon market in the future.

A five year action plan for reducing greenhouse gas (GHG) emissions in the capital of the Northern Province Liaoning states to reduce the carbon intensity of its economy by 18% by 2020 compared to the year 2015. This includes a mandatory ETS for enterprises with energy consumption of more than 3,000 tonnes of coal equivalent per year, which accounts for around 7,800 tonnes of CO₂. An offset market will be set up in order to supply the ETS.
