New proposal for National Emissions Trading Center Gaining Attention

03 August 2017 – Back in March, the NDRC asked nine regional carbon exchanges in China to submit plans and ideas for the set-up of the national emissions trading center and exchange. While no decision has been taken yet, a new proposal to establish a “double center” in Beijing and Hebei Xiong’an New District has recently gained much attention. The idea is to set up one part of the center in Beijing that would be in charge of general management, policy research and international cooperation, and another part of the center in Hebei Xiong’an New District, responsible for trading and membership management. The idea fits well with the plan of a coordinated development of the Beijing, Tianjin and Hebei region (Jing-Jin-Ji).
