NDRC asks Provinces to continue Historic Emission Data Collection

15 December 2017 – The National Development and Reform Commission published a notice that asks all provinces as well as the Civil Aviation Administration of China to collect historic emissions data for the years 2016 and 2017 from all companies that emit more than 26,000 t CO2 per year from the following eight sectors: power, construction materials, iron and steel, non-ferrous metals, petrochemicals, chemical, pulp and paper, civil aviation. These are the sectors that were initially intended to be covered by the national ETS, which is about to be launched in a narrower format to be scaled up gradually.

Different from the first round of data collection for 2013-2015 emissions, this time companies are required to also submit monitoring plans.
