27 December 2019 – The Ministry of Ecology and Environment (MEE) published the “Notice on Emissions Data Collection for 2019”. As in past years, companies that emit more than 26,000 t CO2 per year and are part of the eight sectors that shall be included in the national ETS, namely petrochemicals, chemical, construction materials, iron and steel, non-ferrous metals, pulp and paper, power and aviation. For the power sector, conventional power plants, co-generation of heat and power, biomass as well as captive power plants are included.
The local Departments of Ecology and Environment (DEE) will support the data collection from companies in their jurisdictions until 31 March 2020, after verification the aggregated data shall be submitted to Department of Climate Change of MEE by 31 May 2020.
In line with the “Notice of Power Generation Enterprises List and Relevant Materials Collection for the National ETS” （环办气候函〔2019〕528号）, local DEEs are asked to update the list of power companies that will covered by national ETS and provide relevant materials like account opening information from newly added companies by 31 May 2020. With view to the start of the national ETS, the DEEs shall submit default data for those companies that are unable to deliver their 2019 data. It is not mentioned how the default data will be calculated.
