Guangdong DRC published its Allocation Plan for 2017

28 August 2017  – The Guangdong Development and Reform Commission (DRC) published its allocation plan for the year 2017, amounting to 422 million allowances in total. The plan consists of 399 million allowances to be distributed to current ETS participants, while 23 million are to be kept in government reserves. While the total volume of permit distribution remains the same as in 2016, the number of covered companies has increased to 296 from 270. In addition, the amount of offset credits that can be used for compliance is limited to 1.5 million; both Pu Hui Certified Emission Reduction (PHCER-Guangdong specific offset product) and Chinese Certified Emission Reduction (CCER) are eligible.
