Training Workshop on Emissions Trading and MRV for Chinese non-pilot regions

18 October-05 November 2014 – In preparation for the national ETS and to deepen the understanding of Chinese policy makers and key stakeholders regarding the ETS on the national and local levels, GIZ worked together with Adelphi, FutureCamp, DIW econ and Öko-Institut e.V. to host a study tour in Germany on emissions trading and MRV for Chinese non-pilot regions. The training covered topics regarding emissions data, MRV, registry and IT in hope to enhance local representatives’ capabilities to develop, implement and improve the necessary infrastructure for an effective ETS and MRV system.

The Chinese delegation, with delegates from the national and local Development and Reform Commissions as well as experts from institutes and universities, began their study tour in Berlin where discussion with representatives from the German Federal Ministry for the Environment, Building, Nature Conservation and Nuclear Safety were held. Meetings with institutes and the German Emissions Trading Authority followed.

The study tour continued in the city of Leipzig where the delegation visited the German Emissions Exchange. In Munich and Burghausen meetings were held with representatives from the private sector.
The study tour was seen as a great success by all participants and organizers alike. Vital knowledge and experience has been exchanged which will aid the development of a national ETS in China.
