Now Available in Chinese: Policy Mix in the Transport Sector: What Role Can the EU-ETS Play for Road Transport?
06 November 2015 – The GIZ China project Capacity Building for the Establishment of Emissions Trading Schemes in China publishes a Chinese translation of the paper Policy mix in the transport sector: What role can the EU ETS play for road transport? The paper was originally published in English in February 2015 by the Oeko Institute Berlin and looks at the possibility of including the transportation sector into the European Union emissions trading scheme (EU ETS). Since various pilots as well as the national authorities in China are debating on whether to include the transportation sector into their emissions trading scheme (ETS), the paper is highly relevant for Chinese stakeholders.
The paper looks at the possible affect the incorporation would have on the transportation industry itself and on other industries within the EU ETS. Furthermore, it assesses the influence an inclusion would have on other policy measures aiming at the reduction of greenhouse gas emissions in the transportation sector.
The paper concludes that effective mitigation in the transport sector cannot solely be obtained by inclusion into the EU ETS. In fact, the authors argue against incorporation, as the cost-benefit ratio wouldn’t be profitable.
