Emissions Trading in Practice: Handbook on Design and Implementation – now available in Chinese
In March 2016 the Worldbank’s Partnership for Market Readiness (PMR) and the International Carbon Action Partnership (ICAP) jointly published a guidebook on emissions trading titled “Emissions Trading in Practice: Handbook on Design and Implementation”. To make this practical handbook available to the broader Chinese public, the Sino-German project “Capacity Building for the Establishment of Emissions Trading Schemes in China” translated it into Chinese.
This handbook is a guide for policymakers, as well as practitioners. It compiles conceptual analysis and some of the more important practical lessons learned from over a decade of hands-on experience with emissions trading worldwide. Combining the input from more than 100 international policy makers and technical experts, it lays out a 10-step process to implement emissions trading. This process consists of a series of concrete decisions and actions to be taken, in order to assist countries and regions worldwide with the design, implementation, and operation of an effective ETS.
Practitioners now have access to a reference book they can consult at any point and turn on the way to an ETS, no matter if they are advanced or just at the start of the journey. This is especially relevant in regard to the upcoming national ETS in China.
