Updates from ETS Pilots on 2016 Compliance
14 July 2017 – June saw the end of the fourth compliance cycle in most of the Chinese pilot ETS. In Tianjin, Fujian, and Shenzhen companies had to surrender allowances to cover their 2016 emissions by the end of June; Shanghai extended the compliance deadline until July 11. In Guangdong and Beijing, the compliance already ended on June 20 and June 15 respectively. Hubei has postponed its deadline to July 31.
As in previous years, compliance rates are very high with Guangdong, Tianjin, and Shanghai announcing full compliance. Fujian and Beijing both reported that 2% of the regulated entities failed to submit enough permits to cover their emissions in 2016; in Shenzhen only 1% failed to comply. Further, the city of Baotou in Inner Mongolia, which has signed an ETS regional cooperation strategic agreement with Shenzhen, is the first non-pilot city to achieve 100% compliance. So far, Chongqing has not released any information on 2016 compliance.
